PUBLIC-PRIVATE/PRIVATE-PRIVATE PARTNERSHIP IN ACTION

Public-Private Partnership (PPP) is one of the most widely-appreciated strategies in almost all areas of development emphasizing particularly on health sector. Silently over the years, BADAS has been piloting one of the largest health programs in the world by following the principle of PPP. Almost all the capital developments in BADAS EPs and larger AAs have been contributed, directly or indirectly, by the Government. It is provided predominantly through the Ministry of Social Welfare or Ministry of Health & Family Welfare. Several private philanthropists and a few national and international enterprises and development partners have also contributed to the infrastructure development of BADAS facilities. The secret of generating a large amount of fund lies in the capacity to provide high-quality services through appropriate manpower and advanced technology. Affluent people are attracted to such services and the revenue generated from them is used for equal grade of services. These services are eventually given to the general mass, especially poor and vulnerable groups.

Such Cross-Financing Model earlier worked for nondiabetic-diabetic patients. However, it has now been extended to Richer-Poorer patients. A number of local philanthropists also participated in this year for the development of BADAS. The BADAS Project and Development Division deals with the formulation of project documents, approval process and implementation of the projects/development works. It also regularly monitors the progress of project and submits physical and financial progress reports to various institutions and uthorities. A brief on the ongoing and future projects of BADAS is presented below:

1. Establishment of a 100-bedded Specialized Hospital in Cumilla
The project is being implemented by BADAS in association with Department of Social Services (DSS) under the Ministry of Social Welfare (MoSW). It was approved by the Government of Bangladesh on 19 July, 2018. The project’s implementation period was from July 2017 to June 2020, which had been extended up to June 2021. Its construction works are being executed through PWD as deposit work. Presently, construction of ground floor columns and lift wall casting is going on. Originally, the project was approved for the construction of a 5-storied building with 5-storied foundation. However, BADAS authority later decided to go for a 5-storied building with 10-storied foundation that was agreed by MoSW. The project document has been revised and submitted for approval of GoB.

2. Construction of Malek Chowdhury Academic Building for Bangladesh University of Health Science (BUHS) at Darus-Salam. Mirpur, Dhaka. (2nd Phase: 1st to 5th floor remaining works)
The project is being implemented by BADAS. A work order for the amount of BDT 16,68,80,636.00 has been issued to Starlite Services and Ideal Builders & Engineers Ltd. (JV). The roof casting of 5th floor is completed. About 98% of brick works of 1st, 2nd, and 3rd floor have been completed while it is about 30% for 4th floor. About 50% works of door frame and window grill of 1st, 2nd and 3rd floor have been completed. A total of BDT 534.58 lakhs have been paid to the contractor.

3. Establishment of 2nd Unit (Cardiac and Thoracic) of Ibrahim Cardiac Hospital And Research Institute at Darus Salam in Mirpur, Dhaka
A project proposal has been prepared to create more facilities for preventive and curative treatment of heart disease through extension of services of Ibrahim Cardiac Hospital and Research Institute at Darus Salam in Mirpur, Dhaka. BADAS will implement this project in association with the Department of Social Services (DSS).

4. Modernization of Medical Services & Equipment of BIRDEM General Hospital at Shahbagh, Dhaka
A project proposal has been developed for modernization of medical services and equipments of BIRDEM General Hospital at Shahbag, Dhaka. BADAS will implement the project in association with Department of Social Services (DSS). A meeting to review the project document was held in MoSW on 29 March, 2021. According to the decision/recommendation of this meeting, the project document has been recast and submitted to MoSW on 21 June, 2021.
